What is One Road One Belt in our opinion? It is a never-ending dream of humanity to have a single way, a safe way, a secure way and secure trade between the Atlantic and the Pacific Oceans, between the Baltic Sea and the South China sea. Expert discussions of issues related to the Chinese Belt and Road Initiative has long gone beyond the national framework of China.

This is evidenced not only by the fact that this forum is being held for the third time already, bringing together prominent scientists and experts from various countries and international organizations, but also strengthened by the global embrace that the Belt and Road Initiative demonstrates today.

显然，“一带一路”倡议的实施，首先很大程度上是为了促进欧亚国家之间的创造性合作，特别是包括俄罗斯在内的中国的近邻。俄罗斯和中国已经保持了近30年的战略伙伴关系，两国双边合作的特点在于我们的欧亚议程非常接近。

It's obvious that the implementation of the Initiative, first of all, is largely designed to promote the creative cooperation of the Eurasian states. In particular, we are talking about China's immediate neighbors, including Russian Federation. Bilateral cooperation between Russia and China, preserving the status of a strategic partnership for almost 30 years already, is characterized by the proximity of Eurasian agendas of our both countries.

这使得俄罗斯和中国能够在平等互利的基础上将两国计划相结合，从而提升效果，获得乘法效应。俄罗斯领导层一再强调，俄罗斯愿作出努力，为在整个欧亚大陆发展合作与伙伴关系创造有利条件。

This makes it possible to combine plans of Russia and China on an equal and mutually beneficial basis, thereby increasing their effectiveness and their multiplicative effect. As the Russian leadership has repeatedly stressed, Russia is ready to make efforts aimed at creating conditions conductive to the development of cooperation and partnership throughout the whole Eurasian continent.

在这一愿景的框架下，中国国家主席10年前提出的“一带一路”倡议与俄罗斯的项目相呼应，包括欧亚经济联盟的建设以及“大欧亚伙伴关系”的构想。普京总统昨天在接受新华社采访时也重申了这一点。

Within the framework of this vision, the initiative of the President of China declared 10 years ago to create the Belt and Road definitely echoes Russian projects, including the construction of the Eurasian Economic Union, and the idea of the Greater Eurasian Partnership, which was reiterated by President Putin yesterday in his interview to the Xinhua Agency.

在北京举办的“一带一路”国际合作高峰论坛的专家平台无疑为交流想法提供了珍贵的机会。在我看来，这些想法在当下尤其必要。这不仅是因为“一带一路”规模庞大，实施难度较高，因此需要科学和专家的支持。

The expert platform of the International Belt and Road Forum in Beijing is definitely valuable for the remarkable chance to exchange ideas. Such ideas are especially in demand today in my opinion. It's not just because of the large scale of the Chinese project, which automatically is not easy to implement, and therefore needs scientific and expert support.

如今，在国际局势高度动荡的背景下，提出符合和平、公平、互利的经济合作原则的新思想、新观念、新方法，就显得尤为重要，而中国的“一带一路”正好彰显了这些理念。我相信本届论坛将提出许多这样的想法，政府将以此促进欧亚大陆和更广泛地区在经济、政治和人文领域的进一步合作。

Today, in the situation of high international turbulence, it is especially important to propose new ideas, new senses, new approches that would fully implement the principles of peaceful, equitable and mutually beneficial economic cooperation, which are declared in the Chinese concept of the Belt and Road. I'm quite sure that the current forum will present many such ideas which will be used by our governments in order to promote further cooperation in the economic, political and humanitarian fields both in Eurasia and beyond.
