尊敬的大会主席，各位领导、专家同仁，大家好。十年来，“一带一路”从谋篇布局的大写意，发展为深耕细作的工笔画，成为深受国际社会欢迎的公共产品和合作平台。共建“一带一路”及其核心理念已写入了联合国、G20等国际组织的重要文件，成为近年来国际社会公认的规模最大、范围最广、最具变革性的全球治理平台。

Honorable Chairman, distinguished leaders, experts, and colleagues, good day to everyone. Over the past decade, the Belt and Road Initiative has evolved from a broad vision to a detailed plan, becoming a widely acclaimed public product and cooperation platform in the international community. The concept of jointly constructing the Belt and Road and its core principles have been incorporated into important documents of international organizations such as the United Nations, G20, making it the largest, broadest, and most transformative global governance platform recognized by the international community in recent years.

“一带一路”不仅通过优化资源配置促进了生产力的发展，也通过政策沟通和民心相通优化了国家间的生产关系；不仅通过产能合作改变了共建“一带一路”国家的经济基础，也通过公共产品供给完善了全球治理的上层建筑。

The Belt and Road Initiative has not only boosted the development of productivity by optimizing resource allocation, but also improved the production relations between countries through policy coordination and people-to-people bonds. It has not only transformed the economic foundation of participating countries by production capacity cooperation, but also enhanced the superstructure of global governance through the provision of public goods.

第一，“一带一路”形成了互联互通的国际化大流通格局，为各方发展注入了新动力。“一带一路”“五通”建设在探索中前进、在发展中完善、在合作中成长。

Firstly, the Belt and Road Initiative has formed an internationally interconnected pattern of circulation, injecting new impetus into the development of all parties. The construction of Five Connections under the framework of the Belt and Road has been advancing through exploration, development, and cooperation.

  　第二，“一带一路”加速了共建国家工业化进程，促进了各国产业合作与经济增长。从就业促进来看，共建“一带一路”为共建国家创造了大量就业机会，具有显著的减贫效应。世界银行预测，到2030年，共建“一带一路”将使共建国家760万人摆脱极端贫困，3200万人摆脱中度贫困。从可持续发展看，共建“一带一路”顺应国际绿色低碳发展趋势，形成共建绿色“一带一路”共识和行动。

Secondly, the Belt and Road Initiative has accelerated the industrialization process of participating countries, promoting industrial cooperation and economic growth.  From the perspective of employment, the joint construction of the Belt and Road has created a large number of job opportunities for participating countries, with significant poverty reduction effects. According to the World Bank's forecast, by 2030, the Belt and Road construction will lift 7.6 million people out of extreme poverty and 32 million out of moderate poverty in participating countries. In terms of sustainable development, the joint construction of the Belt and Road conforms to the global trend of green and low-carbon development. The concept of building a green Belt and Road has become a consensus and served as a guide for action.

第三，“一带一路”创造了新型全球化的发展模式，开启了平等合作、互利共赢模式。共建“一带一路”不仅有助于实现真正的全球价值链，而且在利益分配中形成全球平等合作的共赢链。

Thirdly, the Belt and Road Initiative has created a new model of global development, introducing an equal and mutually beneficial pattern of cooperation. The Belt and Road Initiative not only helps realize a truly global value chain but also forms a win-win chain of global equal cooperation in benefit distribution.

第四，“一带一路”为全球治理提供了新方案，体现了多元包容的共同价值理念。在所谓“公平议题”大行其道、“发展议题”被边缘化的今天，“一带一路”倡议恰逢其时，其顺应了广大发展中国家参与和改革全球经济治理机制的诉求，为发展中国家参与全球经济治理提供了新的路径，从而增强了全球治理的多样性和包容性。

Fourthly, the Belt and Road Initiative provides a new solution for global governance, embodying the common values of diversity and inclusiveness. At a time when the agenda of so-called fairness is prevailing and the agenda of development is marginalized, the Belt and Road Initiative is a timely response to the aspirations of developing countries to participate in and reform the global economic governance mechanism. It provides a new path for their participation and, as a result, enhances the diversity and inclusiveness of global governance.

共建“一带一路”在时空上具有极大的延展性，其根源于历史，但因应现实，面向未来；源自中国，但属于全球，惠及人类。共建“一带一路”是推动构建人类命运共同体的生动实践、重大实践。

The Belt and Road Initiative has great expansiveness in terms of time and space. It is rooted in history but adapts to reality and looks towards the future. It originates from China but belongs to the world, bringing benefits to all mankind. The Belt and Road Initiative is a vivid and significant practice in promoting the building of a community with a shared future for humanity.

轻关易道、推墙入海，共建“一带一路”的首个十年只是序章。面向未来，“一带一路”将更具活力、更加包容、更加开放。“一带一路”也必将在书写构建人类命运共同体的宏伟画卷中留下辉煌印记。谢谢大家。

It streamlines the customs procedures, improves infrastructures, and crushes all obstacles. The first decade of the Belt and Road Initiative is just a prelude. Looking ahead, the initiative will be more dynamic, inclusive, and open. It will undoubtedly be a splendid chapter in the masterpiece of building a community with a shared future for humanity.
