油气合作是共建“一带一路”的先行产业、重点领域和重要的引擎。共建“一带一路”倡议提出以来，中国与共建“一带一路”国家油气合作，朋友圈持续扩大，在保障共建国家能源安全、稳定全球能源市场、优化能源结构、促进技术创新等方面发挥了重要的作用，为促进世界经济社会发展、增进共建国家的民生福祉提供了新动能，为推动全球能源治理体系变革提供了新方案。

Oil and gas cooperation is a leading industry, a key area and an important engine for the Belt and Road Initiative. Since the BRI was put forward, the oil and gas cooperation between China and the BRI countries has continuously expanded its circle of friends, has played an important role in ensuring national energy security, stabilizing the global energy market, optimizing energy structure and promoting technological innovation, has provided new driving forces for world economic and social development and people's well-being improvement in the BRI countries, and has offered a new scheme for the reform of the global energy governance system.

油气合作是促进“一带一路”国家发展的重要引擎。那么回顾“一带一路”油气合作10周年，我们有以下几点启示，或者是经验和体会。

Oil and gas cooperation is an important engine for the development of the BRI countries. Therefore, when reviewing the ten years of oil and gas cooperation under the BRI framework, we can sum up the following inspirations or experiences.

第一，互利共赢是基本原则。各国坚持以契合彼此发展需求为出发点，油气能源合作应当为“一带一路”国家发展带来好处，有效地促进经济增长、民生改善和社会进步。

First, mutual benefit is the basic principle. The BRI countries regard each other's development needs as the starting point of cooperation. Oil, gas and energy cooperation should bring benefits to the development of the BRI countries, and effectively promote economic growth, livelihood improvement and social progress.

二、战略对接是基本前提。“一带一路”倡议与“欧亚经济联盟”、“海洋丝绸之路”、“光明之路”、“2023年愿景”等对接，为“一带一路”国家油气合作提供了方向指引。

Second, strategic alignment is the basic premise. The alignment of the BRI with the Eurasian Economic Union, the Maritime Silk Road, the Bright Road and the Vision 2023 has provided guidance for the oil and gas cooperation between the BRI countries.

三、市场化运作是根本的保障。政府搭台，油气、能源企业等市场主体作为主要演员唱戏，按照市场化国际规则和东道国法律进行项目决策和运作，保证“一带一路”油气合作的可持续性。

Third, market-oriented operation is the fundamental guarantee. The government sets the stage. Oil and gas companies, energy enterprises and other market players give performances as main actors. Project decision-making and operation should be in line with market-oriented international rules and the laws of the host country, so as to ensure the sustainability of the oil and gas cooperation under the BRI framework.

四、国际化、本土化和专业化相结合是重要的支撑。因地制宜，采用不同的合作模式、合同模式，统筹经济效益和社会效益，才能为油气合作注入强大的动力。

Fourth, the combination of internationalization, localization and specialization is an important support. Only by adapting to local conditions, adopting different cooperation models and contract models, and coordinating economic and social benefits, can we inject strong impetus into the oil and gas cooperation.

正如刚才嘉宾发言提到的，“一带一路”油气合作也面临不少的问题，需要凝聚共识。第一，发展应当是解决一切问题的总钥匙。

Just as some guests have mentioned, the oil and gas cooperation under the BRI framework also faces many problems, and needs to build consensus. First, development should be the master key to solving all problems.

第二，安全是发展的前提和保障。

Second, security is the prerequisite and guarantee for development.

第三，交流交往是凝聚共识的唯一途径。那么，油气企业应当更多地推进本地化、本土化，既要自身发展，也要促进当地的发展。

Third, communication and exchanges are the only way to build consensus. Therefore, oil and gas companies should further promote localization and indigenization, seeking not only their own development but also the development of local communities.
