今天上午，中国国家主席习近平在第三届“一带一路”国际合作高峰论坛开幕式上发表主旨演讲时强调，共建“一带一路”坚持共商、共建、共享，跨越不同文明、文化、社会制度、发展阶段差异，开辟了各国交往的新路径，搭建起国际合作的新框架，汇集着人类共同发展的最大公约数。
This morning, during the opening ceremony of the Third Belt and Road Forum for International Cooperation, Chinese President Xi Jinping emphasized that the Belt and Road cooperation is based on the principle of "planning together, building together, and benefiting together". It transcends differences between civilizations, cultures, social systems, and stages of social development. It has opened up a new path for exchanges among countries, and established a new framework for international cooperation. Indeed, the BRI represents humanity's joint pursuit of development for all.
2013年，习主席提出“一带一路”倡议，历经十年耕耘，共建“一带一路”从创意走向实践，从理念转化为行动，从愿景变为现实，取得实打实、沉甸甸的成就，成为深受欢迎的国际公共产品和最大规模的国际合作平台。
Since its proposal by President Xi Jinping in 2013, the Belt and Road Initiative has evolved, through ten years of construction and development, from an idea into a reality and from a vision into concrete actions, proving to be a resounding success. It has become a highly acclaimed international public good and the largest platform for international cooperation.
实践证明，每个共建国家都是平等的参与者、贡献者、受益者。“一带一路”为共建国家带来实实在在的好处，为经济全球化增添了重要动力，为完善全球治理提供全新的方案，为人类社会进步汇集文明的力量，开辟了人类共同实现现代化的新路径。
As is proven in practice, every participating country is an equal participant, contributor, and beneficiary. The Initiative has brought tangible benefits to the participating nations, injected vital impetus into economic globalization, provided new solutions for global governance, and harnessed the power of civilizations for the advancement of human society. It has paved a new path towards shared modernization for humanity.
在共建“一带一路”高质量发展的进程中，智库作为国家重要的软实力，承担着汇集众智、凝聚众力的重要职责和使命，为推进政策沟通、设施连通、贸易畅通、资金融通、民心相通，智库发挥着建言献策、人文交流和国际传播的重要平台和主体作用。
In the process of achieving high-quality development in the Belt and Road Initiative, think tanks, as an important soft power of nations, bear the important responsibility and mission of amassing wisdom and consolidating strength, with aims to advance policy coordination, enhance infrastructure connectivity, foster smooth trade, facilitate financial integration, and promote people-to-people exchanges. They serve as crucial platforms and entities in providing policy recommendations, promoting cultural exchanges, and facilitating international communication.
当今世界百年未有之大变局加速演进，世界之变、时代之变、历史之变正以前所未有的方式展开，人类社会面临许多亟待解决的共同问题，全球和平迟滞、发展迟滞、安全迟滞、智力迟滞，有增无减。人类社会需要新的思想和理念。
Nowadays, profound changes unseen in a century are evolving rapidly in the world. Changes of the world, of our times, and of the historical trajectory are taking place in ways like never before. There are so many pressing problems needed to be solved by the humanity. Global peace stagnates, development lags behind, security remains elusive, and intellectual progress falters, with no signs of improvement. The human society is in dire need of fresh ideas and concepts.
我们这代人必须回答好世界之问、时代之问、历史之问，作出对人类负责、对历史负责的正确选择。
Our generation must respond to the questions posed by the world, by the era, and by history, making responsible and correct choices for the benefit of humanity and history.
今天在座的各位前政要、各位智库专家在各自国家和国际社会拥有广泛的影响力，让我们携手合作，发挥更大作用，推动“一带一路”在新的历史起点再出发，不断战胜各种风险和挑战，让我们在这条幸福路越走越繁荣，越走越宽广。
To every distinguished former statesmen and think tank experts present here today. You possess extensive influence in your respective countries and the international community. Let us work together, unleash our full potential, and promote the Belt and Road Initiative to embark on a new historical journey. Despite various risks and challenges, we shall overcome them and make this path of prosperity and well-being even more flourishing and expansive.
一是助力强化政策沟通。智库是公共外交的主力平台，是我国政策沟通的重要渠道。智库不仅要有思想创新力、研究支撑力、社会传播力、国际沟通力，更为重要的是政策影响力。
Firstly, let us contribute to strengthening policy coordination. Think tanks serve as the main platform for public diplomacy and an important channel for policy communication in our country. It is crucial for think tanks to have such capacities as innovative thinking, research support, social influence, and international communication. Above all, they must have leverage on the policy-making.
我们新华社傅华社长今天要发布的《“一带一路”发展学》这个智库报告从四个纬度特别是从政策协同的角度做出了这个非常好的阐释。
The Belt and Road Development Studies, to be released today by Mr. Fu Hua, President of Xinhua News Agency, provides an excellent interpretation in four dimensions, particularly from the perspective of policy coordination.
我们要通过智库的交流，各国能够更加充分地了解彼此政策的需要，更好地协商对接相互的政策，实现真正科学民主和充分的共商、酝酿。我们应共同加强政策研究、交流与对接，特别是针对热点、难点问题加强交流沟通。
Through the exchange of think tanks, countries can better understand each other's policy needs. This will enable us to better coordinate and align policies, facilitating scientific, democratic, and inclusive deliberations for effective decision-making. We should jointly strengthen policy research, exchange, and coordination, particularly in addressing hot topics and challenging issues.
二是深化研究各领域的连通，这是共建“一带一路”的核心领域，也是推动合作的关键。我们应深入研究设施连通、贸易畅通、资金融通等领域的政策需求，推动数字经济、绿色经济等新兴经济的合作，为各国提供更好的政策建议，为共建国家创造更多发展机遇。
Secondly, we need to deepen connectivity in various fields. This is the core area of the Belt and Road Initiative and a key driver of cooperation. We should delve into the policy requirements to promote infrastructure connectivity, trade facilitation, and financial integration. Furthermore, we should promote cooperation in new sectors such as the digital economy and green economy, providing better policy recommendations and creating more development opportunities for participating countries.
三是持续促进民心相通。除了经济合作，人文交流也是“一带一路”倡议的重要组成部分。我们要鼓励各国之间充分开展文明交流互鉴，加强教育、科技、文化、体育等领域的合作。尊敬、相互理解和友谊，为共建“一带一路”营造更好的民意基础和社会环境。
Thirdly, we must continuously promote people-to-people bonds. In addition to economic cooperation, cultural exchange is an integral part of the Belt and Road Initiative. We should encourage mutual understanding and friendship through civilization exchanges and mutual learning, and enhance cooperation in education, science and technology, culture, and sports. By fostering respect, understanding, and friendship, we can create a solid foundation of public support and a favorable social environment for the Belt and Road Initiative.
